Colleagues:
Attached are two draft amendments for Items 39 & 40, respectively, on the 2/3/22 agenda related to tenant rights and eviction notices.
39: http://assets.austintexas.gov/austincou ... 175908.pdf
40: http://assets.austintexas.gov/austincou ... 180152.pdf
I support the increased tenant protection goals.
It also seems best practice to ensure a deliberative process that allows for advocates of all interests to bring forward whatever ideas or concepts they believe will be helpful. While the base resolutions may already provide for this, there have been enough questions raised to make sure that we are explicit on this point. We should provide that various points of view will have meaningful participation in our process.
These amendments are intended to broaden the scope of the conversation while remaining committed to strengthening tenants’ rights and ensuring an ability to cure.
I invite thoughts here on the message board and I intend to offer these amendments to these two items on the 2/3 agenda. I believe CM Casar is willing to accept these changes.

Re: Items 39 & 40 Feb. 3 2022 meeting
Mayor, thanks for offering these amendments to items 39 & 40 to clarify Council's intent and ensure that the broad range of perspectives of those affected are noted and given space for consideration and inclusion. The amendments strengthen the resolutions and the City's partnerships within our community, and I support their addition.

Colleagues,
I, too, have heard similar concerns regarding these items and appreciate the Mayor proposing the amendments above as a way of strengthening and clarifying council actions. I support the motions proposed above but would like to offer additional supportive action with a motion sheet for item #40: http://assets.austintexas.gov/austincou ... 122205.pdf
Warm Regards,
-mk

Colleagues,
This is my amendment to CM Kelly's amendment:
The notice may include a reasonable minimum time period by when a resident must make initial contact with the landlord or provide an initial response after receiving the notice of proposed eviction, if the proposed ordinance creates a notice period of 14 days or more.
