040716 agenda item 6: campaign reporting forms

All, as promised at our work session this morning, I've compiled the changes that CM Kitchen and the Mayor requested be made to the campaign finance forms.

They are:
- change term “Independent Expenditure” to “Direct Campaign Expenditure” (aligns terminology with reference in State law)
- require a listing of all IE/DCE contributors (NOTE: City Clerk staff checking on whether this item relates to the Mayor's resolution on Dark Money. If it does, then we will hold this item for that future discussion)
- retain current reporting timeframes (i.e., no changes) for IE/DCE form
- lower the loan amount that triggers reporting from $25,000 to $10,000 (City Clerk staff will clarify with the Mayor his intent: Does the dollar amount change apply to all instances where $25,000 is a reporting threshold for loans), and
- timing for Clerk's Office to upload finance report to occur after “acceptance” of report rather than “receipt” of report.
