RCA - Additional Information

Councilmembers & Staff,
We have been working closely with CM Gallo's office to recommend some additions to the RCA (Recommendation for Council Action) document. During our first year, there has been a pattern in the types of questions that we have had about different agenda items. Instead of continuing to ask those questions, we thought it may be easiest to just include this information on the RCA. I have provided a template, using an actual agenda item, that includes the two new sections we would like to see included on each RCA.
Our hope is that the additional information will give context to each agenda item. Instead of viewing each item in its individual silo, this information will allow the Council to see it as a part of a larger project or policy.
Sections:
1. Financing/Budgetary Information - including Department, Fund, Activity, Allocation, Balances etc.. (see template)
2. Project Management/Timeline - Prior and Future phases, action, allocations - this could include RFPs, engineering, architectural, construction, yearly O&M etc... (see template)

We also hope that this thread will provide an opportunity for other Council offices to provide feedback and suggestions for information that they would like to see included on the RCA. Please respond if you have any comments or suggestions. Once we compile all the suggestions we can provide our feedback to the City Manager. We are confident he will consider this feedback as he always does.
