Accessory Dwelling Units and STR use

Colleagues,
Below are two amendments I presented at the last Planning and Neighborhoods Committee meeting related to ADUs and short-term rental use. I intend to recommend Amendment #1 to the full Council on Thursday. I look forward to talking about my reasoning for these amendments at tomorrow's work session.
Accessory Dwelling Units
Amendment #1
• Any accessory dwelling unit built after the date of October 1, 2015, may not be used as a short-term rental.
[Failed on a vote of 2-2]
Amendment #2
• Any accessory dwelling unit existing and operating as a short-term rental prior to October 1, 2015, will be classified as a “Type 1B” and will count towards the 3% cap in each census
[Passed on a vote of 3-1]
