CM Kelly FY23 Budget Amendments, Direction and Resolution

Colleagues,
I have enjoyed working with you all on the budget thus far. Below are the amendments and direction I intend to put forth for consideration during the budget adoption process. If you are not already listed as a co-sponsor, I would like to invite you to support any of my items listed below.
Kelly Amendment 1: Fund a full-time Animal Behavioral Specialist position within the Animal Services Office that works directly with animals to enable their adoption
This position is critical to evaluate dogs with behavior challenges and to maintain the city-mandated requirement of a 95% live outcome rate. The initiation of the position would not occur until after the ASO efficiency audit or at the end of 2023, whichever comes first.

Kelly Amendment 2: Implementation of funds for simulation training and whole blood program in the FY 222-23 budget
This budget amendment provides manikins, information technology equipment, software and training equipment for EMS. This also provides funding for the whole blood program to administer blood in the field for patients that are bleeding from traumatic injuries.

Kelly Amendment 3: Funding for a Play for All-Abilities Park in the FY 2022-23 budget
A Play for All-Abilities Park is an outdoor facility that provides a safe place to play and develop for children of all abilities.

Kelly Rider 1: Direction for the option of two modified police cadet academies for FY 2022-23
This direction will allow for two modified police cadet academies for FY 2022-23 if funding is available in the police department budget. As of August 8th, 2022, there were 270 vacancies at our police department. This direction would help fill vacancies, increase officer retention and shorten response time to critical emergency calls.

Kelly Rider 2: Direction for design continuation and construction of the Canyon Creek fire station for FY 2022-23
The Canyon Creek fire station, the fifth of fire stations planned to be constructed in the City of Austin, has sufficient funds for design work but not construction. This budget rider directs staff to proceed with design work on the station and report back to Council when the construction budget is finalized.

Kelly Resolution 1: Approve a resolution directing the City Manager to identify funding in the amount of $114,775 in Fiscal Year 2021-2022 to reinstate the license plate reader program at the Austin Police Department, include funding in the upcoming Fiscal Year 2022-2023 budget for continuation of the program, return to Council with any necessary actions for Council to appropriate the funding for this purpose, re-evaluate and implement appropriate changes to the former policy on license plate readers, and work with the Office of the Police Oversight and coordinate community input sessions related to the policy.
