Colleagues,

In May, Council directed the City Manager to help prepare for a potential bond election by analyzing the projects recommended by staff and the Bond Election Advisory Task Force, as well as conducting due diligence on proposed partner projects. Last Friday, we received a memo containing much of that analysis, and an item was placed on this upcoming agenda to provide direction on drafting the bond propositions that Council could consider for approval in August for a potential November bond election.

I pulled this item for discussion at tomorrow's work session so we could hear have a discussion about all the options, whether that’s a 2026 bond, pursuing a “bridge” 2-year option, or do nothing. Unfortunately, due to a miscommunication with staff, the work session discussion has been removed from tomorrow's agenda. Individuals who signed up to speak have been notified that the item is no longer on our work session agenda.

Staff's presentation, which includes a high-level summary of the recommendations, is available in the backup materials. I would like to ask staff to please share a detailed project list for the “bridge” option by the end of day tomorrow (Tuesday) so we can understand this option better. In the meantime, I encourage Council offices to use the Message Board and Council Q&A over the next few days to ask questions and share feedback so we can have a productive and informed discussion on Thursday.
