Colleagues,

I plan to bring forward an amendment to establish an Enhanced Library Card program in Austin, similar to existing programs in San Antonio, San Marcos, Harris County, and soon Dallas. This card includes a photo, name, date of birth, and address. With this card you can access all library resources and programs, and it may also serve as a form of supplemental ID within the City of Austin.

Goodnight Ranch Fire/EMS Station

I plan to bring forward an amendment that would appropriate the remaining costs of construction in Certificates of Obligation to ensure the construction of the Goodnight Ranch Fire/EMS station.

The Goodnight Ranch Fire/EMS station has been needed for many years. This Southeast Austin area is currently the fastest growing area within the City and response times in this area are some of the highest in the City of Austin. This is about fully funding our city’s safety infrastructure needs and ensuring that we keep up with Austin’s rapid growth.

Amendments

Purpose: Increase the living wage to $20 per hour in FY 23 for all employees of the city as well as any workers employed through contracts with the city and excluding employees in the summer youth program.

Funding: Ongoing
Amount: $5.5-10.7 million in General Funds & $2.8-3.8 million in Enterprise Funds

Purpose: Allocate funding for three Paramedic FTEs during peak hours at AUS and provide a dedicated room at AUS for the treatment of patients with medical emergencies.

Please find below the updated budget amendments, and I look forward to our discussion later today.

1- Living Wage Version 2-

The revised Living Wage budget amendment appropriates $7 million in General Funds to increase the City of Austin minimum wage to $20 per hour. This amendment focuses on our lowest paid workers to ensure they are earning as close as possible to a living wage in Austin. The cost estimate to increase the wage to $20 per hour was between $5.5 and $10.4 million, where the low range accounted for compression up until the pay grade that would not be impacted by an increase to $20 per hour. The amendment also directs the City Manager to identify additional sources of revenue, such as sales tax revenue that comes in above projections or budget stabilization reserve funds, to cover the cost of this wage increase should the cost be determined to be higher than $7 million.

2- Emergency Shelter Budget Amendment- http://assets.austintexas.gov/austincou ... 084135.pdf
In lieu of the previously submitted rider “Improving Inclement Weather Response and Shelter”, I am submitting this amendment to allocate $200,000 to support contract funding for cold-weather shelters in the city. It also provides policy direction to the City Manager to develop a calendar-based emergency shelter response plan for extreme weather events.

3- EMS Staff at AUS- Version 2

This revised budget amendment will allocate one-time funding to create a pilot project to staff the Airport with three paramedics rotating shifts during peak hours.

4-Tenant Relocation Assistance Fund Rider- Version 2

I am striking the funding for the previously submitted Tenant Relocation Assistance Budget Amendment and am submitting this rider instead. This rider requires the City Manager, upon the adoption of the budget, to provide an update to Council on the status of the solicitation process for the Tenant Relocation Assistance Fund at 30 days, 60 days, and 90 days. Displacement in Austin is actively occurring and displacement prevention is a strategic goal of the city. The pilot Displacement Prevention Navigator program was adopted during the FY21-22 budget cycle and is still pending launch later in 2023. It is necessary to ensure we launch anti-displacement programs in a timely manner.
