Amendments and Updated Back up for 5/21

Colleagues,

Please use this thread to post updated back up or amendments to items on the 5/21 Council Agenda. If you would like to have discussion on this board about an agenda item, please have that in its own thread. This thread is just for posting any amendments or back up for an agenda item (things that would normally be “yellow sheets”).

Please post amendments by 9 am on 5/21.

Directions:
-Please post the new version of the item and a brief description of the changes here. Make sure to identify the agenda number.
- Also send the new document to Clerk’s office and Agenda office with the agenda number in the email subject.
- Agenda office will upload the document to the agenda website and distribute via email.

As flagged in work session, I would like to make what I hope is a friendly amendment to item 38 on worker safety.

Page 8 of 8 (top of page). The addition would be the third bullet in the section which now would read: helping ensure workplaces have the technical assistance and resources to adapt their workplaces to maintain COVID-19 safety guidelines.

Here's how it would look in the resolution.

The City Manager is directed to consider assisting with:
*helping ensure all workers, regardless of underlying condition or age, do not have to work in conditions that violate COVID-19 safety guidelines, and
*helping ensure all workers can speak out without retaliation about working conditions that violate COVID-19 safety guidelines, and
*helping ensure workplaces have the technical assistance and resources to adapt their workplaces to maintain COVID-19 safety guidelines.

I also have sent this to the agenda office for distribution.

Dear Colleagues,

You should have each received a revised version of item 96 at 5:17 pm Wednesday afternoon. I wanted to call your attention to the changes that this draft incorporates:

1. In the fifth Whereas, the reference to “Resolution No. 20100808-144” was corrected to “20190808-144”

2. Language was added to lines 64-65 (set off below with asterisks):

BE IT FURTHER RESOLVED:
In addition, the City Manager shall explore Transfer of Development Rights (TDRS), land banking, and acquisition strategies for stabilizing assets in the Red River Cultural District and shall provide options to City Council as soon as possible. Such options shall include identification of strategies, timing, and funding sources. Such options shall include identification of strategies, timing, and funding sources, *but shall not include 2018 creative space bonds, other than through the existing solicitation process open to all entities.*


3. Also, the following language was inadvertently removed from a previous version, and this language is now lines 66-72 :

*BE IT FURTHER RESOLVED:
The City Manager is directed to explore the appropriateness of creating a subcategory of funding from the CARES act designated by Resolution No. 20200423-023 for the Commercial Loans for Economic Assistance & Recovery Economic injury loans, grants, and technical assistance for local and small businesses specifically for music venues given the difficulty these face in accessing resources available to other small businesses.*

4. In lines 73-78, language was added to include the Live Music Fund Working Group and some words changed to “request feedback regarding” this potential use of the Live Music Fund from both the LMFWG and the Music Commission.

5. In lines 76-77 of the revised draft posted online, the numerals “68” and “69” should be stricken.

I welcome any additional feedback on this resolution and hope this important effort will receive Council support to move forward tomorrow.
