amendments for item 111 - CodeNext resolution

Colleagues, I'm attaching a red line of amendments I'll offer for consideration on the dais tomorrow. I want to be sure we have an opportunity to review our past efforts relating to the code rewrite - a "lessons learned," if you will - so I've included language directing the City Auditor to review the process from an independent perspective.
I think this information would be very useful to us and the City Manager as we contemplate embarking on a new process.
