Public Safety Comm. Resolutions 23-May-16

CM Colleagues,

We have crafted the following two Resolutions based on deliberations from the PSC meeting (23-May-16), which should become Items From Committee to Council for June 9th.
If any PSC members wish to edit or clarify these Resolutions, please do so here.

Item 3 - Resolution: The Public Safety Committee recommends that the City Manager direct the Austin Fire Department (AFD) to work with Emergency Service District (ESD) #4 and related parties (such as Austin Firefighters Association, Austin African American Firefighters Association) on an agreement that includes items like financing costs, the assets transfer, and auto-aid; and to report back to the Public Safety Committee via a memo by July 22. - Passed 4-0

Item 4 – Resolution: The Public Safety Committee recommends that the City Manager direct the Austin Police Department (APD) and the Office of the Police Monitor (OPM) to continue to review the body camera video release policy with a commitment to transparency, individual rights, and fairness to police officers as well as the public, and that it be further resolved that our committee recommends that the APD and OPM continue to convene meetings with community stakeholders during the development of any policies changes, and that those stakeholders and the city staff present the results of this process to city council within 120 days. - Passed 3-0 (Houston off the Dias)

The motion made during the Public Safety Committee meeting was written on the dais and was just a few lines long. My office has submitted a more formal draft resolution for the Council's consideration, which is included in back-up and linked above.
