All, I have talked with Mary Ingle, President of the ANC, about the following resolution. I support adding two new members to the CodeNEXT Citizen Advisory Group, and would like to co-sponsor and work with whomever may be working on this item, too. My understanding is that current CAG members remain in place until later this summer (August?) when their terms and the CAG expire, per previous Council resolution.

Here's the resolution from ANC as sent to me last Friday:

RESOLUTION NO. _________________

WHEREAS, Pursuant to Resolution No. 20121206-074, the City Council established a Code Advisory Group to assist in public outreach and to provide feedback on the development and implementation of a revised land development code for the City of Austin; and
WHEREAS, the City Council is appreciative of the work of the eleven members who have served on the Code Advisory Group to date; and
WHEREAS, the City Council has received feedback from many members of the community to the effect that the Code Advisory Group should be expanded in order to allow for the appointment of additional members whose opinions will expand the viewpoints on the Code Advisory Group; and
WHEREAS, the City Council believes that the work of the Code Advisory Group is playing a significant role in the formulation of policy recommendations regarding CodeNEXT; and
WHEREAS, before any future recommendations are made by the current Code Advisory Group, the City Council believes that it should be expanded to add members having additional viewpoints and that it should not make any further recommendations until the new members have been added; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN:
1. The Code Advisory Group is hereby expanded to allow for the appointment by the City Council of two additional members, making the total membership sixteen.
2. The Planning and Neighborhoods Committee of the City Council shall meet and recommend to the City Council the names of two citizens of Austin to fill the additional positions.
3. The Planning and Neighborhoods Committee shall take into consideration the need for additional members from neighborhoods and the environmental community.
BE IT FURTHER RESOLVED:
The City Manager is hereby instructed to cause the Code Advisory Group to not make any further recommendations regarding the CodeNEXT project until the City Council appoints the two additional members of the Code Advisory Group and the new members are seated.

Correction: Council Member Houston would like to discuss the details. She does not wish to throw her sponsorship behind the resolution at this point.

Update: If any office wishes to sponsor an IFC to this effect on the next council agenda, Mayor Adler would be pleased to co-sponsor. However, Mayor Adler will refer the following item to the Planning and Neighborhoods Committee for their next meeting:

WHEREAS, Pursuant to Resolution No. 20121206-074, the City Council established a Code Advisory Group to assist in public outreach and to provide feedback on the development and implementation of a revised land development code for the City of Austin; and
WHEREAS, the City Council believes the work of the Code Advisory Group is playing a significant and constructive role in the formulation of policy recommendations regarding CodeNEXT; and
WHEREAS, the City Council has received community feedback to the effect that the Code Advisory Group should be expanded in order to allow for the appointment of additional members to expand the viewpoints on the Code Advisory Group; and
WHEREAS, the City Council believes that having additional perspectives on the Code Advisory Group will increase the likelihood of success for CodeNEXT; and
WHEREAS, the City Council believes that the Code Advisory Group should be expanded to add additional geographic representation, experiences, expertise, diversity, and reach, potentially including, but not limited to, neighborhoods and their associations, green planning and design, and small independent local business; NOW THEREFORE,
BE IT RESOLVED:
1. The Planning and Neighborhoods Committee of the City Council shall meet to determine if there are perspectives not sufficiently represented on the current Code Advisory Group.
2. The Planning and Neighborhoods Committee shall recommend to the Austin City Council the number of additional members that best provides for representation of diverse perspectives on the Code Advisory Group, and shall further recommend the names of Austin residents to fill the additional positions, if any.

I will co-sponsor the original Resolution by CM Pool, and the revised resolution from the Mayor, i.e. with or without the following phrase:

BE IT FURTHER RESOLVED:
The City Manager is hereby instructed to cause the Code Advisory Group to not make any further recommendations regarding the CodeNEXT project until the City Council appoints the two additional members of the Code Advisory Group and the new members are seated.
