Dear Colleagues,

Please find below the amendments and budget direction I intend to introduce next week. As I mentioned on Thursday, I am still evaluating Austin Code's proposal, our progress toward in-sourcing, and some information about PARD rental venues. I will likely revise Amendments #1 and #11 below.

One more I forgot to include related to the Rainey Historic District Fund. Not sure if this link will actually work, so I'm pasting the relevant text below.

One time: $408,246 from the Rainey Street Historic District Fund.

This action amends the proposed budget to increase the appropriation for the Rainey Street Historic District Fund for projects within the Rainey Street Historic District that enhance placemaking, promote cultural vibrancy, and celebrate the Mexican American identity, heritage, and history of the Rainey Street Historic District in a manner that engages a citywide audience in accordance with Resolution No. 20220609-123 and Ordinance No. 20191114-050. This money already exists in a designated fund for this purpose, and the amendment is only necessary to be able to appropriate more of it at one time.

As a separate action, staff have posted an amended ordinance that would clarify that transfers into this fund are capped at $200,000 per fiscal year but that Council can appropriate up all of the available money in the Rainey Street Historic District Fund in one fiscal year. Currently, the ordinance speaks only to a maximum appropriation of $200,000/yr.

Below are the latest versions of my amendments, which have been updated to reflect feedback and financial estimates from the Council Budget Q&A, city staff, and stakeholders. For ease, I am also separating out my budget riders from the single document I posted on Friday. I have also added additional budget riders that are responsive to the information I received from city staff over the weekend and early part of this week.

It is my understanding from the Budget Office and the Agenda Office that these amendments and riders will be circulated in new packets that will be distributed today or early tomorrow. If they are not, my staff will ensure that every Council Office, the City Manager, the City Attorney, the Clerk’s Office, and the Agenda Office receive a hard copy of the below amendments and riders.
